What Is an MSDS? Why Is It Important in International Shipping?
Anyone who has worked in international freight forwarding for some time will notice a common pattern.
When customers ship clothing, furniture, ordinary hardware or other conventional cargo, an MSDS is rarely requested.
But once the cargo involves adhesives, paint, lubricants, cleaning agents, powders, liquids, chemicals, batteries or other potentially hazardous materials, one of the first questions from the freight forwarder may be:
''Can you provide the MSDS or SDS?''
This often creates a misunderstanding.
Some shippers assume that an MSDS is a shipping approval — that cargo with an MSDS can be shipped, while cargo without one cannot.
That is not how it works.
An MSDS does not, by itself, determine whether a product is acceptable for transportation.
Its primary purpose is to provide information about the material itself:
What is it made of? What hazards does it present? How should it be handled, stored and transported safely?

What Does MSDS Mean?
MSDS stands for:

Today, the more widely adopted term is:
SDS — Safety Data Sheet
The term ''MSDS'' is still commonly used in international trade and freight forwarding, particularly in everyday communication between shippers, manufacturers, suppliers and logistics providers.
An SDS is not issued by a freight forwarder as a shipping permit, nor is it an approval certificate issued by an airline or shipping line.
It is a technical safety document containing information about a product or substance, including its composition, hazards, physical and chemical properties, safe handling requirements and transportation information.
In practical terms:
An SDS helps the parties handling the cargo understand what the material actually is, what risks it may present, and how it should be handled safely.

Why Is an SDS Important in International Logistics?
Consider a simple example.
A customer tells a freight forwarder:
''I need to ship 20 drums of glue.''
From a transportation perspective, the word ''glue'' is not enough.
One adhesive may be water-based and present relatively limited transportation hazards.
Another may contain flammable solvents and potentially fall under dangerous goods regulations.
The same applies when a customer says:
''It is only cleaning liquid.''
That description alone tells the carrier very little.
The product could be a relatively harmless water-based cleaner, or it could contain flammable, corrosive or otherwise hazardous substances.
Even if the customer says:
''It is normal cargo. It is not dangerous.''
that statement alone is not sufficient for transportation classification.
A customer’s understanding of how a product is normally used is not the same as its classification for transport.
The freight forwarder, airline or shipping line may need to establish:
What substances does it contain?
Is it flammable?
Is it corrosive?
Does it present a toxic or other regulated hazard?
What is its flash point?
Does it have a UN Number?
Does it fall under a regulated hazard class?
Are there specific handling, packaging or transportation requirements?
This is where the SDS becomes important.

What Information Does an SDS Contain?
Under the widely adopted standardized SDS format, a Safety Data Sheet generally contains 16 sections, covering matters such as product and supplier identification, hazard identification, composition, first-aid measures, firefighting measures, accidental release measures, handling and storage, exposure controls, physical and chemical properties, stability and reactivity, toxicological information, ecological information, disposal considerations, transport information, regulatory information and other relevant information.
From a freight-forwarding perspective, receiving the PDF is only the beginning.
Depending on the cargo, particular attention may be paid to information such as:
Flash Point
UN Number
Proper Shipping Name
Transport Hazard Class
Packing Group
and particularly:
Section 14 — Transport Information
If the SDS indicates that the product is regulated as dangerous goods, the cargo cannot simply be treated as general cargo because an SDS has been provided.
In fact, the SDS may establish exactly the opposite:
The shipment may require dangerous goods handling.

Does Every Product Have an MSDS or SDS?
No.
Not every product has an SDS, and not every product requires one for transportation.
Ordinary clothing, furniture, ceramics, glassware, paper products, standard hardware, conventional plastic products and mechanical parts without batteries or hazardous substances would not normally require an SDS simply because they are being shipped internationally.
SDS documentation becomes much more relevant for products such as:
Paints, adhesives, resins, inks, lubricants, oils, cleaning chemicals, chemical raw materials, powders, liquids, pastes, aerosols, perfumes, certain cosmetics and various industrial products containing chemical substances.
Another important category is:
Batteries.
Lithium batteries and equipment containing lithium batteries may involve SDS documentation during cargo acceptance and screening.
However, lithium battery transportation cannot be determined from an SDS alone.
Depending on the battery, configuration, mode of transport and carrier requirements, additional information or documentation may be required, including a UN 38.3 Test Summary, battery specifications, Watt-hour rating, lithium content, applicable UN Number, packaging configuration and other dangerous goods documentation.
Therefore:
Having an SDS does not automatically mean that a lithium battery shipment is acceptable for air transport.

An SDS Is Not a ''Certificate of Safety''
This distinction is extremely important.
A shipper may say:
''The manufacturer has already provided an MSDS, so we can ship it as general cargo, correct?''
Not necessarily.
An SDS is not a:
Certificate of Non-Dangerous Goods
and it does not automatically certify:
''This product is safe to ship as general cargo.''
A properly prepared SDS may actually state that the product is flammable, corrosive or otherwise hazardous and identify it under a regulated dangerous goods classification.
The purpose of an SDS is therefore not to prove that a product is harmless.
Its purpose is to:
identify and communicate the hazards accurately.
If the product is non-hazardous for transport, the information may help support the carrier’s assessment.
If it is regulated as dangerous goods, the information helps determine the appropriate classification and the next steps required for transportation.

Having an MSDS Does Not Mean the Cargo Can Automatically Be Shipped
This is one of the most important principles in international freight.
MSDS/SDS ≠ Shipping Approval
Whether a shipment can actually be accepted depends on considerably more than the existence of an SDS.
The freight forwarder or carrier may also need to consider whether the SDS corresponds to the actual product, the applicable dangerous goods classification, packaging, quantity, mode of transport, origin and destination requirements, airline or shipping line acceptance policies, and whether additional declarations, test reports or supporting documentation are required.
An SDS is therefore one part of the cargo assessment process.
It does not replace the complete dangerous goods classification and carrier acceptance process.

No MSDS Does Not Automatically Mean the Cargo Cannot Be Shipped
The reverse is equally important.
Suppose a customer wants to ship 50 cartons of ordinary clothing and the manufacturer says:
''We do not have an MSDS.''
That is not unusual.
The correct question is:
Why would this product require an SDS in the first place?
If the cargo does not contain chemical substances or other characteristics requiring SDS-based hazard assessment, the absence of an SDS does not automatically make the shipment unacceptable.
A professional freight forwarder should begin with the actual characteristics of the cargo, not simply with whether the customer can produce a PDF titled ''MSDS''.

Why Are Liquids, Powders and Pastes Frequently Asked for an SDS?
Because their transportation properties often cannot be determined by appearance alone.
A drum of clear liquid could contain a relatively benign water-based product or a highly flammable solvent.
A bag of white powder could contain an ordinary food ingredient or a regulated chemical substance.
An airline, shipping line or freight forwarder cannot reasonably classify cargo solely on the basis of a customer’s statement that:
''It is not dangerous.''
For this reason, products described as:
Liquid, Powder, Paste, Chemical, Paint, Adhesive, Oil, Aerosol or Battery
are more likely to require additional technical information and, where appropriate, an SDS during cargo acceptance.

An SDS and a Transport Classification Report Are Not the Same Document
This distinction is particularly important for shipments originating from China.
An MSDS/SDS provides safety and hazard information about the product.
A transport classification or cargo transport condition assessment report, where required, serves a different purpose and may be used to support the determination of how the cargo is classified or accepted for a particular mode of transport.
Depending on the commodity and mode of transport, additional documentation may also include:
UN 38.3 Test Summary
Dangerous Goods Declaration
Shipper’s Declaration for Dangerous Goods
or other test reports, declarations and supporting documents required by the relevant carrier or authority.
Therefore, when a shipper provides an SDS and the freight forwarder subsequently requests an additional transport assessment or dangerous goods document, the forwarder is not necessarily asking for the same information twice.
The documents serve different purposes.

Air Freight and Sea Freight Must Be Assessed Separately
A product that is acceptable for sea freight is not automatically acceptable under the same conditions for air freight.
Dangerous goods transported by air are subject to applicable aviation dangerous goods requirements, while dangerous goods transported by sea are governed by the applicable maritime dangerous goods framework.
Carrier acceptance policies may also impose requirements beyond the minimum regulatory framework.
A professional freight forwarder therefore does not stop at asking:
''Do you have an MSDS?''
The proper assessment also asks:
What exactly is the commodity?
What does it contain?
How is it packed?
What quantity is being shipped?
What is the origin and destination?
Is it moving by air or by sea?
Only after these details are established can a meaningful transportation assessment be made.

What Should a Freight Forwarder Check When Receiving an SDS?
Another common mistake is assuming that any PDF with ''MSDS'' written on the first page is sufficient.
It is not.
The forwarder should, where relevant, verify whether the Product Name corresponds to the actual cargo, whether the manufacturer or supplier information is consistent, whether the composition and product description make sense, whether the document version and issue or revision date are appropriate, and whether the hazard and transport information is complete and consistent.
Particular attention should also be paid to whether the SDS identifies a:
UN Number
Proper Shipping Name
Hazard Class
Packing Group
and what is stated under:
Section 14 — Transport Information
One of the most serious problems occurs when:
Product A is being shipped, but the SDS provided actually belongs to Product B.
Two products may look similar and perform the same function while having completely different chemical compositions and transportation classifications.
An SDS should therefore correspond to the actual product being offered for transport.

So, What Exactly Is an MSDS?
From an international logistics perspective, the most accurate way to describe it is:
An MSDS/SDS is a technical safety document used to identify a product’s properties and hazards and to support safe handling and transportation decisions. It is an important part of cargo assessment, but it is not, by itself, a shipping permit or carrier approval.
The SDS helps answer:
''What is this material, what hazards does it present, and how should it be handled?''
It does not, by itself, answer every subsequent transportation question:
Can it be shipped by air?
Can it be shipped by sea?
Is it regulated as dangerous goods?
Can it be accepted as general cargo?
Does it require DG handling?
What packaging is required?
What additional documentation is necessary?
Those decisions must be made by considering the complete picture:
Actual Cargo Characteristics + SDS Information + Packaging + Quantity + Mode of Transport + Route + Applicable Dangerous Goods Regulations + Carrier Acceptance Requirements
That is why an experienced freight forwarder normally does not say:
''You have an MSDS, so the cargo can be shipped.''
A more professionally accurate response is:
''Please provide the SDS together with the product details. We will first review the cargo classification and then confirm the applicable airline or shipping line acceptance requirements.''
That distinction may sound small, but in international logistics, it is the difference between simply collecting documents and actually understanding the cargo being transported.
